Very eratic engine RMP(not idle), any suggestions.

I have a very eratic engine rpm(not idle), when i slowly push on the throttle and get to like 1500RPM then the engine will jump to like 1900 and just back and forth all day long. I have changed both o2 sensors, all vacume lines were just changed, TPS just changed(reads 0% when car is runnin and u are driving pressing on the throttle, but when engine off reads correctly) I have other ideas like IAC motor but i wanted to get some others inputs b4 i go any farther, also if anyone would think it would make a difference the Vacume canister that is used for the cruise is broken, like the bottom is broken out and part is still on the bracket(might be it?) please any help or suggestions

the cruise wont make a diff -
the TPS should read somthing while you are driving.

What should my Throttle position % be at idle b/c it is 0% when its idleing

oh - @ idle yes it should be at 0%
i thought you were saying art cruise it was still at 0%

I took my IAC motor out the other day and ohm tested it the range is 28-33 if i remember right and i got 40 or above on all circuits, is that far enough out of the range that anyone here would replace it.
