hey on my Stewart-Warner boost gauge, it reads idle vac at 18hg-20hg, which would be normal. When I decelerate it stays at 20hg and not at 23-25hg. I read in the archives that if it the vacuum is not around there during deceleration that something is wrong with motor. Is this right? any opinions on what could be wrong? Car pulls fine, runs a little rich and idle surges because stock bov is not recirculating. ( people I bought car from)

Secondly, you're fine. You should get around 20"-23" of vacuum when your engine is braking (or de-accelerating as you call it). When at idle, you should get about 18"-20" of vacuum but when the engine is braking the vacuum is a bit stronger thus the 20"-23" or so.
