The fuel pressure solenoid will click once about 5 seconds after you turn the car off. mark
 
Since this thread has been bumped...... I decided to just block the damn thing off, haha. I have so much other stuff to worry about, I figured I would save myself the trouble of fixing it. Hopefully AZ emissions isn't too strict.
