Vaccuum Leak/Issue?

I just finally finished my rebuild after about 3 years...damn work and deploying to iraq didnt help, but I am just getting it road worthy and I noticed when I push on the brake pedal, the engine rev's up about 1k RPM, could this be cause by a leaky or bad brake booster, or even just a vaccuum leak, I know the booster is vac. assisted, is it possible that check valve in the line to the booster is stuck/sticking?

Any help woule be appreciated.

The restrictor is the first thing that came to mind. Might give it a look
