I have had engine problems, first i blew a rod and then got a jasper rebuilt engine and then next a bearing went bad in the jasper engine, but they replaced the whole engine free of charge, what nice folks? So i wanted to upgrade my t-25 turbo, im not looking to push 400hp, i just want something that is safe for the car, pushing around 15psi. Whats the cheapest way out of this?
 
The t28 turbo sounds like what you are looking for.

But you might also look into the 16g series of turbos...they have a very strong backing and are quite cheap now.

You should be able to purchase either of those at one of the vendors from the site.

If on a budget just get a 14b and call it a day. It is such an underrated turbo for like 50 dollars (rebuild it). T28's too pricey so go with a nice 16g.
