smokes from where? the turbo itself or out the exhaust?

If the turbo is smoking through the exhaust it is most likely between shifts and gets worst with more boost. Reason behind this is the oil seals are bad in the turbo and blowing oil out the exhaust and if you look at the piping coming out of the turbo oil can be found there as well. Remove the air intake and check shaft play. If from the turbo I would guess the oil return line is leaking.

Don't buy it if it's smoking out of the exhaust, that would be like buying a used tire that goes flat every 2 weeks. If it's smoking at the turbo area, it's probably just the crush washers on the feed line.
