turbo probs no boosting over 5psi

do you guys think that if turbo doesn't make much boost 5psi on a t25 turbo and there is no apparent boost leak in all the hoses and all clamps were all checked and tighten you think that the wastegate actuator is broken and that the flapper is stuck open after checking the vac and boost lines test on the actuator and there was no improvement at all?

Put a stock watsegate back on until you can figure out how to make a complicated one work.
