Turbo failure?

So there is a LOUD noise coming from somewhere near my power steering pump and my turbo. Im thinking it is my power steering pump gone bad because when I turn the wheel all the way to the left or right it makes the pulley on the powering steering pump slown down. Now I checked the turbo for shaft play and it has none but its really weird because the noise only comes when I boost it.
Is there anyway to disconnect the power steering pump just to see if it was that?
or how do I make the turbo stop spooling up?

Take the powersteering belt off then start the car and listen for the sound.

+1 Can't really stop the turbo from spinning without causing other issues.

Remove the belt.

or how do I make the turbo stop spooling up?

Unhook the wastegate actuator arm from the turbine housing.
