tuning ecm, possible idle surge fix?

Hey guys, there cant be enough of these types of threads haha ROFL. I will do my best to breakdown what is happening, doesnt sound common but hopefully my questions can get answered.

Long story short after the turbo swap i developed an idle surge while throwing a code for TPS sensor. Obtained a working sensor after 3 tries from the junkyard and threw it on there, idle surge still there. Not long after the ISC motor took my ECU out, completely out. Pulled another ECU from a junkyard for 50 bucks, also replaced the ICS with a better one (multi meter tested).

After doing all that THE SURGE WAS FIXED, idled at 700 Rpms and didnt budge one bit, WOT @ 14psi and held at 14psi. Ran great for a month until a hit a massive pothole, bent my right passenger front rim. After a new rim and all the idle surge came back, still a mystery to this day (happened about a year ago).

Im back driving it again after a timing belt change from a puncture hole. I have removed the bottom of the TB, blocked the FIAV, and ISC motor. EGR has been blocked from the beginning. I get a nasty surge from 1,000-1,500 and hitting the brakes or turning my headlamps on it drops my revs by about 700, almost dies if i am at stop lights.

I will try and list my mods in my profile, ive always planned on getting my ECU socketed and tuned right just no starting direction. Need some advice on what actions to take.

Checklist: Done
Boost leaks from the turbo to the intake: none
FPR set to 40 at idle
TB has been cleaned many times
The car does not throw any codes

Any other suggestions to check around the car I am open to doing. Looking to get this fixed once and for all.

Pulled out the timing light and set the cam sensor to about 5-7 degrees, had to open the BISS screw quite a bit to keep it idling. It's so erratic now I'm very confused, ill try and post a video. I can start it and play with the throttle to warm it up and it may idle around 1,200 and bounce around, but if I shut it off or drive it it may stick to 2,000 and stay there, throttle cable is not sticking, TPS is working to the requirement listed in the book and the closed throttle sensor working also.
