Yes the TPS should be at 100% at WOT. Try turning the ignition to the on position without actually starting the car and hook the PALM up and floor it. See if it is reading 100%. If not check to see if anyting is blocking your pedal, then check the TPS under the hood and test it out. It might be bad.

You might check your throttle cable on the manifold, it could have excess play and need to be adjusted? Not sure if that would affect the tps, but my 2 cents :dsm:
 
This will help Isolate your problem.. Turn the key to Acc and bring the pocketlogger into the engine bay. Push the throttle plate open with your hand and see what it reads.. If it's 100%, you have some issues with your gas pedal or throttle cable. If it's not 100%, you need to adjust your TPS...
