Timing belt getting chewed up ?? SEE PIC??

So my motor is a fresh rebuild with about 6-7000 miles.. popped the hood the other day to re-touque heat cycled bolts and what not.. and came across my timing belt issue. it appears the inside portion of the belt is getting worn and chewed up..any ideas why?

That also looks like oil pan bolts being too long. If you have no covers just look, should be very easy to see whats casuing your problem.
 
To me, that looks like the symptoms of a belt being too tight. Looks like the ribs are bottoming out and pushing up into the back of the belt.

plus 1 on the bolt being to long, or it loosened up a lill. Base on were the bolt is located and were the wear is taking place.
or not properly tensioned between the oil sprocket and the crank sprocket
