timing belt feels loose at a certain point

put a new tensioner on my talon and it feels tight until a certain point please help with this i let it set for 15 min to let the tensioner adjust then i moved the motor clockwise and counter clockwise still feels a litttle loose at a certain piont?

just perinoid?
 
Why would you turn it counter clockwise. You are only supposed to turn it clockwise

If you used a grenade pin you should beable to insert the grenade pin back into the tension after manualy turning the engine over. You must make sure that when you tighten the tensioner pulley that you focus on the arm that is resting on the tensioner. It must stay in contact with the tensioner. Its sometimes easier to have two people do this job if you don't have the tool from Mitsu. You should also only turn the crank in the direction that it is spinning in operation.
 
Yes use a larger screw driver and use the water pump as a pivot point. If you pull on the tensioner correctly it you should be able to keep the tensioner arm on the tensioner. Just be aware that is the most common issue with people having loose timing belts which will lead to a possible failure.
