First off I doubt it is the lifters because it isn't consistant in the morning and I've just replaced them all last year.

Ok here's the scoop..on a COLD start I can take the car out and drive it and the ticking noise will not exhibit itself...when the car becomes warm I can hear a tick-tick noise in the 2000 to 2225 RPM range..THATs it..any higher or lower the noise dissappears.

The ticking noise feels as though its coming from on top of the engine/by the fuel rail.

It only serves to get worse..after driving it longer I seem to get power cut through 1st and 2nd gears MAINLY..but other gears seem to be fine. It feels as though I have a fouled spark plug/wire..but I've always thought they'd exhibit their behavior MORE when the car is COLD rather than WARM?

Any suggestions would be appreciated.

Well heres and update..I tried for a quick solution by doing the following:
- bought two filters, Valucraft and a Fram Filter (normally use mitisubishi filter, but they were closed by the time I got off work)
- I pulled the old oil filter, put the new valucraft filter in its place..and poored some Motor Flush into the motor let it run for about 5 and a half minutes.
- drained the oil, pulled the valucraft filter, switched with the Double Guard Fram Filter
- added about 3.2 Quarts of Castrol Syntec 10W-30, then an additional quart went to Restone (which is supposed to quiet these annoying lifters)
- Started the puppy up...yeah lifter tick like a bi*** STILL..however after running it around a little bit it has seemed to mellowed at least somewhat.

So now I would like to know..who has CLEANED their lifters via opening the valve cover up? Any success? if so how long did it last before they started ticking again? If I can get descent mileage by just cleaning them then thats what I'm going to do (i.e. at least a year).

If you really want to get rid of the ticking, get some 3G lifters and say goodbye to ticking. But I beleive that has had mixed results, some say its worked, others say they still tick.

As for that fram filter....the feeling around here is fram is the worst filter you can use.
