TB noise and cel p0505 help ###

i got a 96 eclipse gsx only 3months and then come out a lot of problem but now the only two problem i want to first is the noise from the TB, the noise not come all the time and the cel p0505 idle speed controller I CHECKED THE ISC IT STILL GOOD, ANYONE CAN TELL ME HOW TO FIX IT ###YouTube - DSC00462

the sounds will come out after warm up car and then and a few min and come out again but the sounds come out from the tb more loud
