strange problem with starting??

So i have a problem with my car starting. It will start if its been sitting for a while (maybe 20 minutes or so) but it wont start if i turn it off (or stall it) and then immeditely try to turn it back on. it sits there and kind of sputters like its not getting enough fuel. i can get it started again if i pump the accelerator and hold it when i turn the key but it takes a few times and thats really inconveinent when im in a hurry and need to get it started. Does anyone have any ideas about what might be wrong?

Get a new fuel filter and see what happens?
