steering question...Plz help

Sorry but to this topic im a noob. I just moved in florida for school and with all this rain im noticing that when i drive over a podle of water my steering wheel locks and i cant turn the car, the steering wheel becomes really imposible to turn. I just had the ball joints and control arm replaced bc they were on recall but now im wondering if the dealer screwed up installing it or is the steering lock some form of precaution for going over the water.
Has anoyone experienced the same problem??

You stay away from those podles, whatever they are.

Your power steering belt is getting wet and slipping. Or, ditto for the alternator belt which drives the water pump pulley to which is attached your power steering belt.
