420A speedo stuck 80mph

my speedo rises and stuck 80mph when the car move 10mph and faster, while the tachometer shows correct. i guess previous owner installed wrong speed sensor or wired wrongly. anyone encountered this type of problem?
and does this cause car to run rich when my speed is under 80mph?
 
If there is no driveability difference after gauge did this it could be the speed sensor itself or wiring(unlikely unless previous owner messed with OEM) Do you have a 5 speed or Auto trans and is it 1G or 2G?
 
mine is 2g 5speed fwd. it does not completely affect driveability but when i shift down as i press clutch pedal rpm jumps. new speed sensors have different type connectors so you have to change the connector. if he changed the speed sensor it could be wired wrongly i guess.
