Side door panels

The side door panels are coming off. when I bought the car they were off and the dealer said he'd put them back on for me. Well, they screwed the passenger one on and the one on the drivers side they used the little grannits that you're supposed to use and looks like a little adheasive. Well, the ones on the drivers side have started to peal away and I was wondering where I can get those little grannits and if I should goop it back on as well to prevent it from coming off again. Also if I goop it and decide to get it painted, say, next year will I have to remove them so they can paint under them or will I be ok. I've included a picture of the panels so you know exactly what I'm talking about. The picture isn't of my car btw. Thank you for any help.

I would pull the things off, weld up the hole and spot prime it. Then I would use 3m double sided tape to put them back on as that is how they are from the factory.
