should i buy this talon?

i found this talon on a local classified and it said

CAR ALREADY PASSED SMOG IVE GOT THE PAPERS FOR THAT, CAR HAS 131,000 ORG MILES.
TURBO SPOOLS GREAT BUT SMOKES A LITTLE BIT MIGHT NEED A NEW ONE SOON IF ANY OTHER QUESTIONS PLEASE FEEL FREE TO CALL ME AT ANY TIME AT

my only concern is the turbo smoking, what does this mean? would it affect the performance of the car and how much would it be to fix? how much do you think the car is worth with this? thanks in advanced

first of all smoking is always a performance decreaser, but if its just a crack in the exaust manifold, which it most likely has, thats no big deal, cuz an evoIII exaust manifold new would run you 300 max, and that would be a nice power increase. if it is the turbo, then you might need a new turbine housing, what type of smoke is it, black, white, does it smell like exaust? a new turbine housing will run 100 max, and a new 14b can probably be found for 250 used. a evo III 16g turbo, which is a nice performance increase (,... nice, its GREAT from what ive heard...ie flows a LOT more and runs higher psi...) and a new evoIII would cost about 600 for all the gaskets and the turbo, if you install yourself. but if you do get an evoIII you will want some bigger injectors and a better fuel pump, unless your going to run the stock psi... then just the turbo will be fine.. either way id try and get him to go as low as possible, and depending on the exterior/interior, dont go above 3k for it... aim for sub 2k

make sure its the turbo that could be smoking due to bad oil seals, if its rings/valve seals you could be looking at some money and time to do the job. if it the turbo i have a rebuilt 14b off my talon ill let go for 150
