RPM wont go down

Today went out to start the car. Car idle rough, seem like its choking. I pressed the gas paddle a few times, and now RPM would rev up to 3000 and stay there. I have no clue whats going on so please help.

sidenote* engine is newly swap in with about 45000 miles. Everything is still stock.

Check to make sure you dont have a vacuum leak,your throttle cable is stuck,or your idle air control motor might be stuck open, when they fail they stick open and you will idle very high.

Over the weekend I am going to check up on the engine. I need to trace all the vaccum hose to see if they are hook up right.
