Revving when under 1k rpm's

So let me start by saying that I think I know the answer you all will say which is Idle surge but I want to make sure.

I am running through this write up:

My question is my car is set to idle at 1k rpm's by adjusting the BISS. The problem is that if the car idles under 1k rpm's it automatically revs itself. Also as it is running fine now because its idling at 1k-1100 rpm's, when I am turning and have the steering wheel about half way to completely turned it drops the idle if I have the clutch in or have in neutral which results in the car idling under 1k and revving again. The problem also when I just am at a stop light or anything at all being stopped.

So am I on the right track with idle surge? could there be another issue.

Car is stock and a 92 gsx. Only mods are a breather filter on left side of VC and a aftermarket VC which both were on the car prior to me buying it.

The issue has always been present since I bought the car so its not something that just recently started happening.
