Retarded boost kick

I tried searching for this but is pretty hard, i really don't know how to title the problem. The car is a 98 gst, bone stock and with around 83k. The car drives fine but every now and then if feels like if the turbo fell asleep. Example, i drive second or third and it feels as RPM's climb as if the car were being held back, then all of the sudden booop like if the car had received a kick from behind and boosts. It feels like if the turbo turned on with a switch. Could this be a matter of spark or fuel? Thanks for your comments, in advance.

I'm not sure if this helps, but back when I had my stock turbo boost was a bit touchy. Sometimes when I got on the throttle, I heard the turbo spool and it was boosting 14psi (stock) but I didn't feel the kick. If I let off the throttle and hit it again sometimes it would go back to being quick, but only if I let off the gas before getting on it again. I was troubled with this for awhile until I felt for shaft play in the turbo. There was probably a good 1/4'' to 1/2'' inch of play all around. I'm guessing the shaft was moving side to side making it hard to push alot of air effieicently. I replaced it with a upgraded turbo and never had that problem again.

Again, I'm not sure if its related, but it might help.

you might be knocking, pulling timing, boosting technically but not going anywhere.... then all of a sudden youre knock levels off or disappears and bam there you have youre 14psi again, and all is well...
