[RESOLVED]Cel On, But Not On All At The Same Time!

Ok, I'm trying to get my car to pass emissions. The CEL came on with code p0433 and P1400 so I put the charcoal canister back in. THen i reset it. drove it 85 miles cel came back! I then went to az and had them reset it saying there was only the P0433 coming on, so i had them reset it. I then drove the car 250miles with no cel, until I hooked my boss's scanner up it said I had a cel on but had no light on the dash on! so i reset it again, then i drove 44 miles and the cel came back but no light on the dash but is on in the computer!
very CONFUSED and AGGRAVATED! Y IS IT DOING THIS I HAVE NO CLUE, AND I'm 25yo and I've been working on cars for 6yrs and even my boss is confused!WTF

also when are the driving cycles done so I can be all set for emmisions!

change out your light bulb in the cluster, could be bad.....it happens

Cel light comes on and then goes off after running for about 20 sec. or so. just like normal.

TURNS OUT THE 1995 ECLIPSE IS OBD1.5 EVERY TIME U SHUT THE CAR OFF THE IM MONITORS RESET THEMSELVES! (STUPID)

IN THE LONG END I BOUGHT A STICKER AND THE ONLY WAY THESE CARS CAN GET INSPECTED IN RI IS BY GOING ON THE DYNO!
