Have the factory engineers take the time to write all new code for these cars and then get your ECU flashed by them. Otherwise, there is no way to change the ECU. If you have a 97 MTX, you can buy the AFX/R ECU from Howell Automotive or you can start researching the MSnS (which offers more tunability for any year).
 
first question i have for you is why you would want to raise the redline?

its been proved on dynos that the car wont make any more real power after around 6500rpm. If you want to go higher than 7k your going to want to upgrade your valve springs to prevent valve float and use the megasquirt to move the redline.
