I have a code for rear o2 circuit malfunction, so it isn't with the sensor itself. But the sensor is plugged in and wrapped in foil.

How do I figure out what is wrong? All the wires looked good, both connectors are good. I am at a loss and I need this thing emission tested like yesterday.
 
Sorry, I didn't mean to sound mean or anything. It's a brand spanking new sensor. You think I got a bad one? Is there anyway to hook a multi tester to it and check it? I am pretty stumped..And everything else runs amazing, I doubt it's the ECU.
 
If you can exchange it for another one free, that's the easiest thing. To test: O2 Sensor FAQ.

If you still don't think it's the sensor or ECU, try checking it's wire continuity's to see if a wire is broken or not making contact in a connector. This again will take some time as you're going to have to get at the ECU wiring plugs.

I've visually checked the ecu plugs and the plug that goes to o2 sensor. I'll check them with a multi meter next. It wasn't hard at all getting to the ecu or the plug.
 
When checking for continuity from ECU pins (54 and 75) to O2 sensor, wiggle the wires and make sure pins are locked in place. Also check that O2 sensor signal ground goes to ECU pin 92. Also O2 heater power has +12v across it when key on.
