A it possible to put a 95 talon rear bumper on a 96 eclipse and if so is it all just bolt up or is there some required modification
 
I can tell you it is not hard but that depends on your skill level. I did my 95 talon to eclipse conversion and there are some different mounting points and some that will be the same. This is easily solved with some aluminum stock, hammer,vise and a small propane torch(to heat up the aluminum). You will also notice that the center piece of the lights is also different which will need different mounts.

Its not that hard to do with a few hours in the garage/driveway. If you need some pics of the mounting points or need a question answered on it just pm me
 
It is possible and I believe you need the bumper supports and obviously the tail lights. Do a search on here for the talon to eclipse conversion and basically instead of finding eclipse parts you will need to find talon parts. Hope this helps and gets you into the right direction.
 
The first pic is the mounts that are under each tail light and the second is the mount that is under the center section. For the middle tail light portion you will have to drill 2 holes for the bottom mounting bolts. you can either cut the welds on your donor car or fab some up with aluminum angle stock. Hope this help you out a bit more

There are plenty of write ups on this forum. It is a very simple task if the bolts supporting your bumper aren't too rusty. Why not look for a 97 bumper?

I did the swap but when I hit the brakes it lights up my blinkers also I don't think it's legal
