rear bumper rattle

i have isolated a rattling to the actual rear metal fender. the plastic bumper is a different color and has been replaced by the previous owner i think along with the tail light. i might be able to quiet this but i wonder if anyone who has installed a new style of bumper would know how the rear piece of metal tube should be attached properly to stay quiet.

pull your bumper off and check for loose bolts that are just sitting in there
and re install bumper and us thread locker(medium grade) to make shure nothing comes loose or rattles

two things. could you elaborate on pull the bumper off.. how does the upper part of the bumper stay tight up against the frame and how can i make sure not to f this up and have a hanging bumper or one side not tight.
second the noise is clearly coming from a part where the male part goes into the female frame of the car..

i took the bumper off and there are these threaded nuts welded on with no bolts in them so i am going to the hardward store tomorrow. the rear bumper removal thread was at the top of my searches.

either there should not be bolts holding down the bumper frame or if was left out of this description, mine squeaks like crazy the metal on metal.
