If u tune to compensate for the extra fuel you would get from the bigger injectors, then I don't see why you shouldn't. Only way I see you failing is if you just drop in the injectors and have a lot of un burnt fuel showing during the smog.

Smogging in Fresno is a very fine line! I honestly would just smog it before upgrading! At least that will give you 2 years to figure out a loop hole!

Does anyone in Fresno know how to tune using DSMLINK????

What size injectors are you installing? If they're a lot bigger than stock it'll be hard to pass. If they're just a little bigger, like 720's you might be OK.

The FMIC has no effect on smog.

Cams will make it a little harder to pass smog, sometimes it's OK, sometimes not. Just make sure you have a good tune, good cat, and the injector compensation is dialed in.
