Submerge the lifter in cleaning solution (brakeparts cleaner, carb cleaner, acetone). Soak it for as long as you can, preferably up to a day or more. DONE
Insert the paperclip, depress the internal valve, and pump the lifter up and down until it moves freely and the fluid coming out is clean. DONE
If you have the time, repeat the above at least one more time. DONE

Here is where i get lost:
Remove the lifter, turn it upside down, depress the paperclip, and pump the lifter until no more cleaning fluid comes out. Set the lifter aside to dry for a while.
Submerge the lifter in oil, depress the paperclip, and pump the lifter to fill it with oil.
Remove the lifter, turn it upside down, depress the paperclip, and pump the lifter until no more oil comes out. This will leave a thin film of oil for startup.
The lifters will clatter for a few minutes at startup when empty like this, but that is better than having them too full of oil and bending some valves.
Drop the lifter back in the bore - it doesn't really matter how you line up the oiling holes in the lifter, they rotate under normal use.

I just need to know if I install the lifters "locked" or "unlocked". All of them are unlocked right now and will be pumping oil into them soon.

May be someone can spell out the process in "idiots terms" .

You want to install them with a thin layer of oil inside them, but to the point where you're still able to press the lifter all the way down with your hands.

The idea is to lube them up a little and get all the solvent out.

So the oil pressure will "lock" the lifter in place? Or at the correct height I should say.

That actually makes sense.

"Lifter" is a misnomer. Most (all?) overhead cam cars have hydralic lash adjusters, not lifters.

Lifters are mostly found on overhead valve pushrod engines.

Yes, and in my typical way, I must point out that hydraulic lash adjusters on OHC engines is a fairly new feature. Datsuns never had them, and I think Mercedes were the first to go with it- much to the delight of an old Datsun driver who's been through the clearance adjustment ritual too many thousand times.
Still, better than the Jaguar method of having shims in the tops of the cam followers, which was better than the Alfa-Romeo's shims on the ends of the valve stems, under the followers- which meant the cams came out for every adjustment. Ulgh. At least they couldn't be kicked out like the Jag's could.

So if I did all of this and the ticking got worse, should I just chuck them all and buy revised lifters? I can't understand why it would be worse, but it is truely awful now and my car is running horribly. I might try to clean them again one more time, but how would the ticking get worse after cleaning them?

Just to be clear, I removed the lifters and sprayed them out with carb cleaner. Then I soaked them in carb cleaner for about 2 days. I pumped the cleaner out of them and let them dry for a day then submerged them in oil and filled them up and then pumped the oil out. Put them back in, changed the oil, and started the car.
