Please Help. Oil Filter Mount?

I recently bought a 1990 gsx with a ams 2.3 stroker in it. Everytime i check the oil the dipstick comes out with white milky stuff on it(which i assume to be some kind of condensation build up.) if i wipe off the dipstick and put it back in and remove it again, it comes out cleaner but with just a little bit of the milky stuff. There is no milky stuff on the inside of the oil cap and not traces of it when i drain the oil. . I am 99% sure it is not my head gasket given that my oil pressure is normal and it doesnt look to be leaking. Also there is no oil in my coolant. The prior owner due to high oil pressure blowing off the stock oil filter installed a oil filter relocation kit. My mechanic after looking at the car told be it is probably the gasket for my oil filter mount leaking which is allowing coolant into the oil. Does this sound like it could be the cause. I am trying to save some money and gain some knowledge by fixing this problem myself but before i start taking the oil filter mount off i wanted to get some experienced opinions on whether this sounds like it is the cause.
 
Milky = water/coolant in oil, and its not good to have.. What style oil filter housing do you have? water cooled setup, or air?
