I need to go to test-only this year.. I was wondering if I submit the fees for PNO now, and then go back to DMV to change back to operation.. I think DMV will give you a temp sticker, but would I still need to go to test only ?

I figure even PNO is like $20, that's still beat the addition cost of going to test-only (and the much stricter visual would be a hassle)

You can pay the registration fee without the smog check ahead of time. You then can smog it after the due date without any extra fees. I don't remember seeing a time limit on this extension, but probably best to check with the DMV to be safe if you're going to wait a few months.
 
Once a car goes Test Only, it stays on the car. It will always be a Test Only car.

The good old days of skipping a year and re-registering the next to dodge a smog check are gone.
 
You gotta be careful as to how many months you ask for those red temp. stickers. I've gotten them so many times that they ony allow me to get a one day permit now. So now I have to plan on when I can take my car in, which is hard, to get it smogged, get a day permit and take it to get smogged and head back to the dmv. There's probably a note in the system that says, don't let this girl get any more month long permits cause I took advantage of it and drove around and gave up tryin to get my car to pass smog hahaha.
