1G Passenger window doesn’t work with power

I apologize if this seems stupid but I can’t even enjoy my car because of this.
1990 eclipse.
Sat outside for about a year and then was garaged.
last year the passenger seat belt/window didn’t work. After driving the car things started coming back to life like the turn signals and the seat belt.
anyways. I removed the passenger window motor. It’s getting power when the switch pressed. It’s getting about 10-11 volts while parked with the key on. The original motor works when wired to a 20v drill battery. I bought a replacement new window motor and it doesn’t work either from the cars wiring harness
I checked for relays under the hood and none of them say power windows or I missed it.
Any advice would be greatly appreciated because I’m spending hours on a window motor instead of planned mods or actually driving it

the power window circuit starts on page 8-86 and also has the location of the relays below it.
Scroll up from there (section 8-4) to the ground circuit locations if you happen to find any issues, it might help with cleaning some of the ground contacts that are associated with the windows.

It works with the ground connected to the door. I will investigate further.
