If I let the car sit idling for like 15-20 minutes I start to get oil pluming out of the exhaust. After I get on it for a few gears all the smoke goes away and I don't see it any more. But if I come back down to idle and let it sit for another 15 minutes or so the smoke cloud starts to build again. I'm about 90% sure this is valve stem seals. Would I be correct?

It's probably the valve stem seals, I've got the same problem. I'm procrastinating changing them. You could check for shaft play too, but I vote on VSS.

Brand new Mitsu head gasket. ARP studs. Project95 why are you procrastinating changing them? It shouldn't take more than an hour and cost you no more than $45.

Have a friend drive your car, and follow him. Do a long coast, preferably down a shallow hill, then open it up about a third. A big belch of blue smoke is probably valve stem seals. You seldom can see it from inside the car when you're driving.
