oil leaking out of balance shaft.. need help FAST!!

I need help people. My car has been in the garage for 3 months now because i can't figure out how to fix this oil leak. i recently rebuilt my engine and after starting it, oil is leaking out the balance shaft. i changed the seal but oil still leaks. so i changed the seal again, but same thing. somebody told me there is a washer or something in between the balance shaft pulley and front case. is there suppose to be a washer or something there that's suppose to keep it from leaking? thanks to anyone who can help.
 
I had the same problem after rebuilding my engine for the first time, and it turned out that i forget to put that washer in there. it's a thick heavy washer maybe almost half an inch thick.

Thanks guys for the info. I'll look for that washer and maybe i can finally get my car back on the road.
