Oil in exhaust side #4 and #1

Ok i just pulled off my exhaust manni and found wet oil build up in exhaust side #1 and #4. 2 and 3 are normal carbon build up. Valve stems??? I had started the car up for like 1 minute just to move it to a different location. Looks like valve stems too me. Also would it be a good idea to replace valve guides too, or would the new stems work with the old ones? I know that if you remove the valve guides, you can't reuse them. So i think I got a really good project ahead of me, thinking it be valve stems, I might just replace all the exhaust side (total of 8). Don't want to replace the intake since no oil is visible on spark plugs. Any input would be greatly appreciated.

I haven't done a compression test, going off from these theory (no coolant loss, no milky oil, idles fine, no blow by, no CEL)

Also just on top, if bad valve stems, can they puke out a good volume of oil?

I sprayed #1 and #4 with brake clean just to see how thick it was ( the oil build up) Both are still wet from oil after brake clean. ( Glossy black in color like the coating under the car )

Can someone also refer me too a good but inexpensive shop who sells valve guilds and retainers?
 
I doubt its your vaule stems more like your guides or seals. Valves are hardened steel, guides are usally bronze, seals are rubber. Which do you think is going to wear out first? How many miles are on the motor? To see if the guides are bad you need to remove the head and take it to a shop.
 
OOps.. i meant valve stem seals. Well problem is money is short, and motor seems to have been rebuilt. I just bought this car about 2 weeks ago for really cheap. I was thinking about just replacing the seals and be done with it. valve guides are expensive.
