Oil coming out of number 4 cylinder?

There is oil on my number 4 runner of my turbo manifold.. last nite the number 4 plug fouled out. I pulled it to find the plug completely black and caked with oil. The compression tests that were done recently checked just fine. Could this be blown head gasket? Or cracked head? There is no overheating nor signs of water in the oil. My car is mostly stock. Solid upper intake pipe, mbc 15psi, stock fuel system, stock exhaust.
 
I just replaced the valve cover gasket but I think its still leaking. I may have used too much rtv on it when I replaced it. I'm pretty sure its leaking some but I didnt think it would cause oil to get to the spark plug. Should I be using RTV with the new gasket or no?
 
OK, i replaced the vc gasket. There is still oil in the number 4 cylinder. I pulled the plug and shined a light down in num 4 and its shiny wet with oil. I then pulled num 3 to compare and it looks dry as a bone. Its causing oil to leak out of the manifold. What could cause oil to be on top of a piston? How can I find out whats causing this?
 
There is oil seeping out of the number 4 runner of my exhaust manifold. I pull the plug to number 4 and shine a light on top of piston and its wet with oil. I pull number 3 plug and shine light and its bone dry. It blows smoke when entering and getting out of boost. Its blowing oil out of the dipstick hole when i make boost. There is even oil coming out of the oil filler cap on valve cover (its a new cap). Obviously im getting boost pressure in my crankcase and under the valve cover. Whether this is related to the oil on top of piston 4 i dont know.. I'm thinking head gasket or valve seals. All of this started after my buddy replaced the timing belt and didnt tighten it and it slipped on him. I dont think any valves were bent. The car runs pretty good and pulls decent on boost (mbc on 16psi).. but it is shooting oil like a mother. Everything is mostly stock except for mbc, upper ic pipe, and cone filter. Comments? Suggestions? Thanks.
 
After initial compression test here were the results:

110 - 120 - 160 - 130

Added oil to the ones with low compression:

140 - 190 - X - 190
 
The more important question now is why? I strongly suggest performing a leakdown before you pull the head to make sure rings are the only problem.
 
I formatted my computer and lost my link to the leakdown test instructions: can anyone point me to it? Didn't come up with anything in search.
 
check your head gasket and piston rings if u can, if the rings are shot then there is your problem, if the rings are shot and u keep them then say byebye to your block after awhile
