It's a "boot", the modern-day evolution of the "Denver Boot", a device meant to immoblize a car by locking onto its wheel and making it impossible to drive. The current ones, like the pic, put the big dish over your wheel, and the rest of it hangs out so that you'll take off a fender trying to roll.

Although the modern incarnation dates to 1953, there were similar devices available in the very early 1900s which locked around the wheel and tire, but without covering the hub.

A guy did it when I went to high school, it was pretty funny.

He had bolt-cutters and some kind of extension, he was able to cut the lock off. He still has the thing at his houe I believe, I'll have to check next time I'm over there.

Step 1. Deflate affected tire. this will loosen the boot but not allow it to be taken off. You will be able to get a lug wrench between the boot and the wheel.

Step 2. Take the wheel off and put on your spare.

Step 3. Remove boot once the wheel is off the car

Step 4. Drive to gas station on spare, reinflate original tire, and remount it.

If anyone can host it, I made a video of them returning the boot to campus police HQ...it's hilarious.
