obd2 dont work? bright gauge bezel too

My obd2 dont work for some reason. plugged my scanner in, doesnt even power up. went to autozone and did the same thing. all the wires leading to them look good. anything fuse or something i should look for? it sucks when my cel is on and the car isnt running right. its a 95 gs. no turbo.

Another thing is when turn my brights on the gauges shut off and only the orange needles light up. I have aftermarket gauges that switch from blue to green. a bunch of the wires under the dash are spliced up n some in the cruise control switch are just spliced n left cut with extra wires added on. the fuse box (by the clutch) has a wire or two cut and left hanging there. Now if anyone has done anything to these wires underneath the steering wheel you know theres barely any slack. any ideas on why it would do this? another fuse maybe?
 
Check all your grounds. Check the SCI transmit and receive wires at the two diagnostic connectors under the dash. The Light Blue/Black wire should have 5 volts from the Powertrain Control Module (PCM) at key-on and start pulsing when the scan tool tries to communicate on the wire. Then the Pink transmit wire should pulse out a 5 volt square wave to communicate with the scan tool.

If you don't have a 5 volt reference signal from your pcm then more than likely it is bad.....
 
Where would all my grounds be at exactly? under the dash on the body? How should i check these wires as well? with a voltmeter? Would i be able to check it right from the PCM itself? if so where is that located? is that the little silver box under the center consoles arm rest?

Your Main ECU / PCM is under the hood by the airbox. The computer in your center console is the SRS ECU.
 
Alright guys i pulled out the voltmeter. Turned the key to acc and checked the obd2, got nothing from it. also checked it from the ECU and got nothing. whats next? im not sure if i was supposed to do soemthing else or if i did something wrong.
