Not sure where these bolts go...

I feel kind of bad about asking this but I've been trying to figure it out and just want to see if someone can give me some ideas. I'm putting my car back together after doing a 6 bolt swap. Right now I'm doing the control arms and I had a bag of bolts with the 2 bolts to the curved lower control arm to the frame and then the bolts for the other one that go to the shock fork and one to the frame.

I knew all these bolts were in there but then there were 2 other bolts in the bag and for the life of me I can't think of what they go to. They are 2 identical bolts, grade 7, 17mm heads, threads are 12x1.25 and they are 60mm long and the threads are 25mm long. They also have lock washers but I don't think they have nuts.
It's possible I took them out thinking they needed to come out when they didn't since it was the first time i took the axles out of a 2g. I just took the lower control arms out and pulled the axles out enough to lift the engine out.

I got under the car and laid there and thought about what they could be but I think I'm having a mental block or something cause I can remember taking all the other bolts out so well. I started to pull all the other bolts back and and put stuff together but I don't want to get to far and then have to pull things off. I'm trying to look on CAPS right now to see if i can figure something out but I figured maybe someone could think of something.
 
I can get a pic if needed but literally all I have that I'm talking about is 2 bolts, grade 7, 17mm heads, M12x1.25, 60mm long, 25mm long threads. Before I edited my post I said they had nuts but I don't think they do. They did have lock washers on them but I don't see any extra nuts so I assume they thread into the frame somewhere. I wouldn't be so worried about it but its a decent size bolt so it probably holds something of a little bit of importance. I went ahead and put together all of the driver side except for putting the wheel back on and I honestly don't see what they could be from. It has to be something to do with suspension or possibly sub frame cause that's the bolts they were with.
 
When you say "60mm long, 25mm long thread" is the 60mm measurement the total length of the bolt or the length from the bottom of the head to the tip? One of the bolts from the compression arms to the frame is M12x60.

Yeah that is it. I was assuming both of those bolts there where the same length and I left the bolts screwed part of the way into the frame on the one side. That was pretty stupid move by me but I knew from the beginning i was doing something stupid, LOL. I even looked at a picture like that on CAPS but I have no clue how to see how long the bolts where.

No problem. To find out bolt sizes with CAPS you click on the number pointing to the part (it will turn red), then click the OK button, and the name and size of the bolt will appear in the "Part Name, Part Spec" column.
