non power antenna base

well like it says i've got a non power antenna and a snapped off antenna in the base. so i live in michigan and things don't come apart here very easy(due to the salt in the winters). i cant get the base to break loose to be replaced, i've been looking and can't find the propper tool for this job. any ideas or anyone now of the tool i need. thanks for the help.

just use a vise grip and loosen the nut on the top. after that install a short antenna so you don't have to worry the motor problem anymore. plus when the antenna is up, it's ugly.
