No driverside airbag - is passenger airbag disabled?

Would not having a driver side airbag disable the passenger airbag from going off in a collision?
If the passenger airbag is disabled, is there a way to make it functional without putting a driver side airbag in?

Once you disconnect one airbag, it disables the other....thats why, when I changed my stock steering wheel with a MOMO, is took out the extra LBS from the passenger airbag

Yea if the airbag light is on at all the airbag system won't work.
