No boost, rough idle after battery died.

My '90 TSi wouldn't start today so I had to get my girlfriend to push me, got home allright and did some more investigating. I found the battery terminals and clamps to be really oxidized and dirty so I cleaned them with some nice rough sand paper, it fired up right away no problem. It ran fine for about half a second then started bogging and chugging and the idle started jumping from 500-1500 rpm. I thought the ecu just had to go through a relearn procedure so I left it alone for about 5 minutes. I came back and it was a bit better but still pretty chunky. I took it out for a spin around the block and noticed right away the acceleration was slow as ass, the boost gauge would hit 0 and then it would be really difficult to rev past the current rpm, in any gear. I also noticed my boost gauge read -.4 at idle, it usually sat at -.6 or -.5. How could disconnecting the battery cause all these problems?
 
what is your battery voltage when the car is runnung, if it is really low it will make your car run like complete crap
