New turbo and fmic= new problems

After a 3 week build I finally got the car back on the road today, we installed a punishment racing fmic and a evo3 16g. When we took it for a drive it wouldn't go over 4k rpm under load without sputtering and hesitating. 4 boost leaks have been done and all boost leaks fixed. I'm only running 14lbs of boost untill I get ecmlink done and injectors/fuel pump are installed. Any ideas on what would make it sputter?
 
I have not yet hit a fuel cut, yet. After my first one I will never forget the feeling. Ill go back through and do a soapy water boost leak test here soon. Im running ngk 6s with a .28 gap. But ill go back out later and check to see if the gap might have changed since I put them in.
