Need help with electrical issues and vacuum lines

1995 Eagle Talon TSi, AWD, 5spd, 140k

I just bought this car for $500 because it wouldn't run and the owner couldn't figure out why.
After checking the fuses, the main 100amp fuse was blown. I believe this is what was causing it not to start although I could be wrong.
Would that fuse cause it to crank but not start?
I have a few questions, and I tried searing for a vacuum diagram but couldn't find one.

Are all these vacuum lines hooked up correctly? Notice, one is blocked off with a screw. I'm guessing it is an EGR removal or something.

I found this wiring dangling, and I'm wondering where it goes. Is it positive or negative?

Should either of these be hooked up? My buddy told me the vacuum lines were fine but there should be a sensor on that 2 prong one.

What plug is this? Where does it go, and what does it do?
There is also a black and a red wire coming from the harness that were just hanging there as well. What would this be?

Normally I wouldn't have this problem, but I bought the car like this and have no idea where they go. :ohdamn:

It's so frustrating... tried swapping out the coolant sensors. Still nothing. Gonna go to the parts store and get some plugs next and hopefully that'll be it. Timing is dead on and what numbers should I be looking for on compression?
 
What is that orange light in the top right?
How was the spark? All plugs firing a good strong spark? Gapped at about .030" or less

I forgot about the tps hold down screw you were missing. The tps could very well be out of adjustment, so you may try that. Its explained in this article at the bottom, you should have a 2g tps on that 1g throttle body

Read it something about coolant? Like for the bottom of the resivior i believe, but it has coolant in it. When i did the comp test yesterday it had a low battery and it was barely cranking generating numbers around 100-125. Ill try again today with a better battery.
 
You mean 18inHg? Sounds like a healthy engine, make sure to keep up on the maintenance and it should be a nice dd :) Happy to hear you got it done and didnt get rid of it
