So if i got a keydiver chip to add fuel could i ask him to burn the chip to run 18 psi on my garrett t28? do you think my injectors would be maxed out with my stock fuel pump or would it be ok?

A chip wont change how much boost you're running. On a 1g you're pretty much stuck with an MBC or a very expensive EBC. On a 2g you would also have the option of running an evo ecu in which case you could control boost cheaply through the computer. With enough work an evo ecu works in a 1g as well but I would suggest that you have a lot more learning to do before you worry about tackling a project that big.

Your car will basically add enough fuel (commensurate to airflow) to max out your fuel system under any conditions. The trick is to have a fuel system that is larger than the maximum amount of airflow that you can or will create. A chip will compensate for the differences in fuel system components so that the car has a chance at matching up airflow with desired air to fuel ratios. Basically with a t28 you can have serious fun with 550cc injectors and likely max out the turbo with 650s unless you want to run alternative fuels such as e85 at which point I would suggest 900cc or larger injectors. For the most part you should be able to get away with using a 190lph fuel pump or an evo8/9 fuel pump. An evo8 fuel pump may be a great upgrade because you will never reach its limitations with that turbo (pressure relief valve opens when fuel pressure breaks about 65psi) and it is less likely to need an AFPR. At no point should you expect larger injectors to make any difference with the stock fuel pump. The stock fuel pump is well matched to 450cc injectors and will feed little more.
