low voltage in cam and cranks sensors

I tested the cam and crank sensors today. both were reading 5 volts. my book says one should be 12 and one 9 (cant remember which sensor at the moment). anyway, is my cam and/or crank sensors bad, or is 5 volts normal??? ...... i tested them cause im not getting any spark.
