By left I believe you mean driver side, correct? Also, has it always worked? Did it just stop working one day or did you make any changes?

First and easiest thing to do is check the relays. If that doesn't fix your problem then check this thread out, post #2

If you are referring to the drive side fan then that is the A/C fan, which I believe only turns on when you either have the A/C on or the car is overheating.

Yep, the drivers side, and. Yes it was working before, it just stopped working. This is the cars wire, but I taped it with electrical tape already. Btw my car is a 1997 2g gsx automatic if that's any help

Easiest way is to swap one of the other relays - such as the other fan relay. I typically follow that with a battery charger to provide a direct 12 volts (@ 15 amps) direct to the fan plug. Then end up testing wiring between point A and B to find an issue in the wires.
 
This fan will usually be the one to fail since it's on much more than the AC fan. If your fan is acting suspect (and relays are good) swap the plug with the other fan and hit the AC button. If it doesn't turn on replace it. Junkyard fan, used from a vendor, wtb ad, or upgrade to slim fans (personally not a big fan unless necessary). Utilize the AC fan in the meantime if you have to drive it. You want to prevent overheating as much as possible with these cars, even one good overheat can blow your head gasket.
