2G lean / no power randomly

This issue occurs normally when I first start the car, but has happened while just cruising as well. I will start driving and any throttle/rpm the car will shoot full lean (16.00 on my gauge) and it will have absolutely no power, I noticed if I'm not just starting out at a stop then my car still builds boost its just feels like the cars slowing down. Below will be a list of things ive already tried also the car sometimes has random idling issues but I think that its not related.
New 1g cas
New plugs
New wires
Different injectors
New coil pack
New igniter
Different MAF / new MAF link cable
Tested injector resister box (but intermediate problems still has me wondering)
Tested ISC (same as above)
Checked boost leaks
New fuel pump / filter (190 rewired)
Checked stock fpr vac line (Still curious if its bad)
Check fuel pressure
Tested tps no dead spots but couldn't get 5v only 4.70v.
Any ideas..?
