Built a leak tester.
system held to 19psi before bov started leaking a little bit. This was with the MBC not connected.
The MBC leaks like crazy at about 10 psi. It leaks around the threads. Should I be concerned, or do most mbc's leak? I thought I read to disconnect the mbc when doing the leak test.
 
If you look at the nipple to the wastegate actuator you should be able to find a little bleeder hole, this is to bleed off the pressure after the ball and spring returns to original position after you let off the throttle so the wastegate can close. Instead of disconnecting the mbc, turn it all the way in during the pressure test. If you're still leaking then I would try thread sealant on the JoeP, it's a boost leak so try and fix it.

that's actually how they work... they leak the pressure signal going to the wastegate actuator for you to be able to build more boost. it shouldn't be leaking around the threads though. there should be a little hole on the side, depending on the mbc that you have.

That is true with a bleeder type bc, like the stock bcs. JoeP is a ball and spring type which controls boost by blocking the pressure signal from reaching the actuator until boost setting is reached.
