Just replaced head but car won't boost

I just finished replacing a head on a 96 gst. I bought the car from some guy who snapped his timing belt. He busted a valve and cracked where spark plug is. I finished up with the head job and started to car everything checks out. Only problem is that the turbo doesn't spool. It is the stock t25, when the car should begin to feel boost the rpms just rise up with no boost. Would it happen to be that the valve that broke off got into the turbo and busted up the exhaust side of it? Car doesn't smoke at all and idles pretty well. If this sounds like a seized turbo I'd be thankful if anyone could shed some light on it for me thanks.
 
The wastegate arm and everything else is in tact. The turbo spins fine, although if I go up and down it will wiggle a bit on the intake side. Not a lot but to some degree.
